NRC: Effective Risk Communication (NUREG/BR-0318)

さる本を読んでいて

「リスクの定義は米国原子力委員会の定義によるものがよく使われている。」

旨の記述があったので、ちょっと見てみた。

「What is Risk?」が書かれていた文書として、下記のものを発見した。

What is risk?



The public and the NRC have different definitions of risk. The scientific community views risk as the likelihood of an event multiplied by a series of consequences ranging from mild to catastrophic (risk = probability x consequence). By contrast, the public’s view is based on personal perceptions and impacts, while the NRC’s perspective is shaped by policy, professional experience, and protocols for risk assessment.



Within the NRC, the most prevalent definition of risk is the “risk triplet”:



* What can go wrong? (accident identification)

* How likely is it? (probability)

* What are the consequences?

書いていることは良くわかるが、私が考えるここでのポイントはconsequence(s)だと思う。

concequenceは「結果」、「結末」とか「(そのことが引き起こす)重大さ」と言う意味だと思う。

結果を考えるには技術力、歴史などいろんな前提知識が必要である。

更に大事なのは想像力だと思う。真剣に考えることだと言っても良い。

「このまま行くと、どうなる？」

とか

「これをやらないと、どうなると思う？」

と言う質問をすると、それなりの答えをしてくれる人もいるが、

��もちろん、そう聞いても、答えがないやつもいる(--;

最初からそれを考えるやつは少ない。

��少ないながらも、いるのが救い(^^;

育ちが良く、危険にさらされていない人は、このあたりの「危機感」を感じないのかなぁ。

��忙しくて、考えることが出来なくなっているとしたら、それは別の問題であるが。

上記は「自問しているか」に繋がる話なのだろうな。
